Saginaw County MI Court Records Search | Name & Case Lookup

Saginaw County, Michigan • official case-search workflow

Find a Saginaw County Court Case and Follow It to the Court That Actually Holds the Record

Saginaw County uses a local Odyssey court-information route for public court cases, but finding a name is only the first part of the job. Circuit, District and Probate records have different responsibilities, a felony can move from 70th District Court to 10th Circuit Court, and a birth certificate is not a court record at all.

This guide shows what to do with a party name or case number, how to read the Register of Actions, why a felony may stop appearing at the District Court level, how long stored-file requests can take, what Saginaw’s official copy forms require, and when Michigan ICHAT is the better tool.

Quick answer Start with Saginaw County’s official Court Cases & Hearings link and search the local Odyssey case system using the party name or known case number. Open the matching Register of Actions and save the complete case number. If an adult felony was bound over from 70th District Court, continue in 10th Circuit Court. If you need statewide public Michigan criminal history rather than one Saginaw case, use ICHAT.

Start With the Record You Actually Need

Saginaw County users lose time when they search one database for several unrelated record types. Pick the task first.

Read the Register of Actions Before Ordering Anything

The Register of Actions, or ROA, is the chronological case history. Saginaw’s own Circuit copy-request form tells users who need a specific document to review the online ROA first and identify the document’s exact name and date.

ROA information Why it matters Mistake it prevents
Case number Provides the court’s exact identifier. Repeatedly searching a common name.
Filing date Helps distinguish similarly named cases. Confusing filing date with incident or judgment date.
Document title The Circuit copy form expects precise document names. Ordering the wrong judgment, order or motion.
Document date Two filings can have similar titles. Staff locating the wrong version.
Later events Later entries can change the meaning of earlier filings. Treating an accusation, complaint or motion as the final outcome.

Write these five things down before calling the clerk

  • Complete case number
  • Full party names shown in the case
  • Exact document title
  • Document date
  • Whether you need to view it, obtain a plain copy or obtain certification

If a court term is unclear, use the site’s verified Court Records Glossary. If you are unsure whether you need a docket, order, judgment or certified copy, see Court Record Types Explained.

Why a Saginaw Felony Can Stop Appearing at the District Court Level

Adult felony cases commonly begin in 70th District Court for arraignment and the preliminary-examination stage. If the District Court finds sufficient cause and binds the case over, later felony proceedings move to 10th Circuit Court.

The Michigan rule changed public access after bindover

For cases bound over to Circuit Court on or after July 2, 2024, Michigan Court Rule 8.119 makes the District or Municipal Court case and court records nonpublic immediately after entry of the bindover order. The Circuit Court record remains accessible under the normal public-access rules.

If the Circuit Court remands the case back

If the matter is remanded to District Court, the rule reverses the public-access direction: the Circuit Court record becomes nonpublic after remand and the District Court record becomes accessible again, subject to the usual restrictions.

High-value troubleshooting step: if you found a Saginaw felony in District Court and later cannot retrieve the same District record, check the 10th Circuit Court case before assuming it was dismissed, deleted or expunged.

What the 70th District Court’s 2025 Record-Access Order Means for You

Local Administrative Order 2025-02 is much more useful than a generic “records are public” statement. It explains exactly how Saginaw’s 70th District Court handles inspection, stored files, copies and broad criminal-record requests. The order is effective June 25, 2025.

Court records are not handled as ordinary FOIA requests

The order explains that judicial court records are outside Michigan’s ordinary Freedom of Information Act process. Requests for court case files instead follow Michigan Court Rules and the court’s own access procedure.

Use a File / Copy Request Form for a specific District Court file

The order requires requests to inspect or copy covered records to identify a complete case number or party names, with a File / Copy Request Form used for specific records. If you do not know the case number, you may review available indexes to identify the case first.

How long should you expect to wait?

District Court request Local-order guidance How to plan
Up to five specific files in the active file area Generally accommodated within one hour. Bring exact case numbers so staff does not have to identify the files first.
Specific file stored outside the active area Up to seven business days. Request retrieval before making a special trip.
More than five case files A reasonable amount of time based on volume and staff availability. Contact the court ahead of a larger research visit.
20 pages or fewer of case-file documents Generally within one hour at $1 per page, except transcript-rate rules. Use the docket to identify only the pages or documents you actually need.

You can use a portable device to copy eligible public documents

The local order allows attorneys, parties and members of the public to use a portable electronic device to reproduce public court documents in the clerk’s office as long as the device leaves no mark or impression and does not unreasonably interfere with office operations.

Practical use: if you only need reference images and the record is eligible for inspection, ask staff whether you may photograph the pages with your phone under the local order instead of paying to photocopy every page.

The court does not perform open-ended criminal or traffic background checks

The order says general criminal or traffic record checks without specific case numbers or party names are not researched by the District Court. The court directs users toward available indexes or the appropriate state agency instead.

Court recordings are not available through this record-access process

The local order states that access to court recordings, log notes, jury seating charts and other media made under Michigan Court Rule 8.108 is not permitted through this process, and copies of those materials are not available. If you need a transcript, ask the court about the applicable transcript procedure rather than requesting the audio as an ordinary case-file copy.

Why a Public Saginaw Case Can Still Contain Records You Cannot See

Michigan distinguishes a public case from individual records that are confidential, nonpublic or limited-access. The state’s official Nonpublic and Limited-Access Court Records chart maps restrictions by record type and user role.

Example Why access may differ What the public should do
Protected personal-identifying-information documents Michigan restricts public access to protected PII. Use the public version of the record and do not attempt to obtain protected identifiers.
Sealed records A court order can restrict public access. Ask the record-holding court whether any lawful public access remains.
Adoption records Michigan law gives adoption files special confidentiality protections. Do not expect ordinary public portal access.
Some mental-health / treatment information Specific statutes and court rules limit access. Contact the court if you are an authorized party or otherwise entitled to access.
Friend of the Court material Different FOC records carry different access levels. Do not assume everything in a domestic-relations case is publicly downloadable.
Set-aside / deferred criminal records Michigan law can make certain records nonpublic after specified outcomes. Use the current court and Michigan State Police guidance rather than an old search-engine snippet.
Missing image ≠ sealed case. A public case history can remain visible even when a particular document, protected information or related record is unavailable to the general public.

How to Request a Saginaw Circuit Court Copy Without Ordering the Wrong Document

The Circuit Court Records Office’s current one-page Copy/View Request Form gives a very specific workflow: find the case online, read the ROA, identify the exact document title and date, then send the form with photo identification.

  1. Locate the case online first. If you are unsure of the case number or exact party names, the form directs you to the public Saginaw Court Case Search.
  2. Open the Register of Actions for a specific-document request. Write down the exact document title and date.
  3. Choose between the complete public case file and individual documents. The form states that nonpublic records are excluded from a complete-file request.
  4. Be precise. The form warns that staff will provide documents matching the title you requested.
  5. Attach a copy of your photo ID. This is expressly required on the current Circuit Copy/View Request Form.
  6. Send the request by email or postal mail. Email: circuitcourtrecordsfiling@saginawcounty.com
Mail: Circuit Court Records Office, 111 S. Michigan Ave., Saginaw, MI 48602.

Current Circuit copy charges on the official form

Service Published amount What that means
Document copy $1 per page Applies whether the copy is sent by postal mail or virtually by email.
Certified document $10 per item + $1 per page Certification is added to the underlying page charge.
Standard-envelope mailing $1 The form specifies this when the documents fit a standard #10 envelope.
Mailed name search $10 per name The Circuit Court page separately lists a $10 search fee for mailed record searches.

Extra requirement for a mailed criminal record search

The Circuit Court Division states that a mailed criminal record search must include either a signed release form or a photocopy of the individual’s driver’s license.

Money-saving approach: if you need only a final divorce judgment, sentencing document or particular order, identify that document in the ROA instead of automatically requesting the complete public case file.
Useful call script

“I found Saginaw Circuit case [case number]. The Register of Actions lists [exact document title] dated [date]. I need a [plain/certified] copy. Can you confirm the page count, total charge and whether email delivery is available?”

Older Saginaw Circuit Records: Use the 1985 Cutoff Correctly

The County Clerk states that its computerized 10th Circuit Court database covers cases filed from 1985 to the present. That is an electronic-database cutoff—not a statement that every earlier court record was destroyed.

If you are researching a case before 1985

  • Gather the historical party name used at the time.
  • Narrow the filing period as much as possible.
  • Determine whether it was a criminal, civil or domestic-relations matter.
  • Bring any old case number, judgment, decree or attorney correspondence you already possess.
  • Call Circuit Court Records before travelling.
  • Ask whether the file is available for inspection and whether retrieval is required.
Do not interpret a blank Odyssey result as “no historical file exists.” A case predating the computerized database may require direct records-office research.

Saginaw Criminal Court Search vs Michigan ICHAT

These tools answer different questions. Saginaw’s court search helps you inspect a particular local court case. Michigan State Police ICHAT is a name-based search of public criminal-history information reported to the state repository.

What you need Saginaw court search ICHAT
One Saginaw criminal case Best route Does not replace the complete local docket.
Register of Actions Yes No local ROA timeline.
Michigan statewide public name-based criminal history Limited to court cases you locate in Saginaw. Correct state tool
Warrants Do not treat a docket as live warrant verification. Warrant information excluded
Federal, tribal, traffic, juvenile or other-state history Not a statewide/national background report. These categories are excluded

What Michigan State Police says ICHAT leaves out

ICHAT does not include suppressed records, warrant information, federal records, tribal records, traffic records, juvenile records, local misdemeanors or criminal history from other states.

Current public name-search price

Michigan’s current Clean Slate guidance states that the public ICHAT name-based search costs $10 per search.

Important distinction: neither a single Saginaw court search nor this website should be treated as a complete consumer background report.

For court routing beyond Saginaw County, use the verified internal Michigan Court Records Search by Name.

Looking for a Saginaw Birth Certificate? Leave the Court Search

The County Clerk’s Vital Records Division maintains Saginaw County birth certificates. A birth certificate is not found by searching Circuit, District or Probate court cases.

Current certified birth-certificate fees

Request method First copy Additional same-record copy
In person $15 $7 in the same visit
Mail or courthouse drop box $16 $7 in the same request
Online Starts at $26 Varies with number of copies and mailing option
State-only record ordered through county program $44 Confirm with Vital Records

What identification is needed?

For an in-person request, the Clerk accepts qualifying government-issued photo identification such as a driver’s license, state ID, passport or military ID. Mail and drop-box requests require a clear photocopy of qualifying identification with the application.

No current government photo ID?

The Clerk lists alternate-ID combinations for people who cannot provide the standard photo identification. Examples include combinations involving employment or school ID, bills, government correspondence, bank statements, voter registration, leases and other specified records. Review the official list before sending substitutes.

Why a Saginaw-born person can have a state-only birth record

The Clerk notes that some records may be held only by the State of Michigan, including some births before 1979 where the parents were not married and some adoption-related records. The county can determine whether its office holds the certificate and, in qualifying situations, use its state-record ordering program.

Genealogy rule for old birth records

Saginaw’s genealogy page says public birth-record genealogy requests require the record to be at least 100 years old. Genealogy requests carry a $10 search fee and must currently be submitted in person to the county office.

No Saginaw Case Found? Use This Diagnostic Order

Possible cause Felony changed courts

Check whether the District Court matter was bound over to 10th Circuit Court.

Possible cause Name changed or is formatted differently

Try a former surname, middle initial or simpler business name.

Possible cause Case predates computerized Circuit coverage

The Clerk describes its Circuit database as covering filings from 1985 forward.

Possible cause Record is restricted

Sealed, adoption, protected-PII and other limited-access records do not behave like ordinary public dockets.

  1. Confirm the matter was actually filed in Saginaw County.
  2. Retry the party name with fewer uncertain details.
  3. Search the exact case number if you already know it.
  4. Identify whether the matter belongs to Circuit, District or Probate Court.
  5. For an adult felony, check for bindover to Circuit Court.
  6. If the Circuit case may predate 1985, call Records & Filing.
  7. If you need broad Michigan criminal history, switch to ICHAT.
  8. If you need a birth/death/marriage certificate, switch to Vital Records.
  9. If the matter is federal, use PACER instead of the Saginaw county system.
One failed search does not establish that a record does not exist. Court transfer, date range, name indexing, restricted access and the wrong record system can all create a blank result.

Use a Saginaw Court Result With Context

  • A filed criminal charge is not a conviction.
  • An arrest does not prove that a prosecutor filed a court case.
  • A civil complaint is not a judgment.
  • A filed motion is not proof the judge granted it.
  • A same-name court result is not identity verification.
  • A felony disappearing from District Court after bindover does not mean it disappeared from the judicial system.
  • A visible ROA entry does not guarantee that every underlying document is publicly accessible.
  • A downloaded or viewed record is not automatically certified.
  • A Saginaw court search is not a Michigan-wide or nationwide background check.

Frequently Asked Questions About Saginaw County Court Records

Where is the official Saginaw County court-record search?

Saginaw County’s Search Public Records page links Court Cases & Hearings to the county’s own Odyssey court-information route. Start from that county-linked search rather than a commercial people-search page.

What does “Saginaw County court records Smart Search” refer to?

Users commonly use “Smart Search” to describe the Odyssey-style case lookup. The practical task is to locate the case by party information or case number, open the case history and save the complete case number.

How far back does the computerized Saginaw Circuit Court database go?

The Saginaw County Clerk states that its computerized Circuit Court database covers cases filed from 1985 to the present. Contact Circuit Court Records for older research rather than assuming a pre-1985 case never existed.

Why can a felony stop appearing in 70th District Court?

For cases bound over to Circuit Court on or after July 2, 2024, Michigan’s current rule makes the District Court record nonpublic after bindover while the Circuit Court case record remains accessible under normal public-record rules. Search the 10th Circuit Court record next.

Can I inspect a public 70th District Court file without paying?

Yes, subject to normal access restrictions. The 70th District Court’s 2025 local administrative order states that eligible case records may be accessed and inspected without charge. Copy charges are separate.

How quickly will 70th District Court retrieve a file?

The local order says requests for no more than five specific files in the active file area will generally be accommodated within one hour. Specific records in storage may take up to seven business days.

Can I photograph a public District Court record with my phone?

The 70th District Court’s local order permits a portable electronic device to reproduce eligible public court documents in the clerk’s office when it leaves no mark on the document and does not unreasonably interfere with office operations. Follow staff instructions while doing so.

How much does a Saginaw Circuit Court certified copy cost?

The current Circuit Copy/View Request Form lists document copies at $1 per page and certification at $10 per item plus the $1-per-page copy charge. A $1 mailing fee applies when mailed items fit a standard #10 envelope.

Is ICHAT the same as searching Saginaw criminal court records?

No. Saginaw’s court search provides case-specific local court information. Michigan State Police ICHAT is a statewide public name-based criminal-history search and omits categories including warrants, federal records, tribal records, traffic records, juvenile records, local misdemeanors and out-of-state history.

Can I get a Saginaw birth certificate from the court-record portal?

No. Birth certificates are Vital Records. Current Saginaw pricing is $15 for the first in-person certified copy, $16 for the first mail/drop-box copy and online ordering starting at $26, with additional-copy fees as published by the Clerk.
